Análisis de vulnerabilidades e interrupciones del sistema argentino de interconexión

Abstract

The present paper deals with the factors that unleash blackouts, putting emphasis on those happened within the Argentine Interconnection System (SADI, in its Spanish acronym). The selected research problem is: Which vulnerabilities explain the factors that gave origin to the electric supply failures in Argentina, particularly regarding the episode of June 16th, 2019? The main purpose of the paper is to explain the factors that have provoked such phenomena. Methodologically, it is adopted an analytical descriptive case study. After approaching the SADI stages, the most important blackouts that have taken place in this country are addressed, fundamentally the episode occurred on June 16th, 2019. It is stated that this exceptional event happened due to the failing of safety systems and, furthermore, operative factors were those that stressed the magnitude of blackouts. Finally, it is made a call to consider SADI as a critical infrastructure and some further research areas are proposed.
