This requires the development of effective methodological approaches to assessing economic security at the regional level by governing bodies, and the development of directions for regulating economic security at the local and state levels. The purpose of the article is to form methodological tools for assessing the economic security of regions based on the method of fuzzy modeling, to develop approaches to managing the economic security of a region by public authorities and local governments. The article has proposed and analyzed indicators for assessing the economic security of regions. The expediency of using fuzzy logic tools to assess economic security at the meso-level has been substantiated. The effectiveness of the proposed approach has been tested on the example of Dnipropetrovsk, Odessa and Chernivtsi regions in Ukraine. The integral index of economic security has been modelled, together with its components: investment, innovation, financial, foreign economic, demographic, social security and security of economic activity. It has been empirically proven that the economic security of regions is determined not only by the resources available in the region, but also by the conditions created by the state and local governments for economic and innovation activities and for maintaining the level and quality of life, as well as institutional conditions. Abstract

At the present stage of development, one of the major problems of regions is ensuring their economic security. 在当前发展阶段,各地区面临的主要问题之一是保障经济安全。这就需要理事机构制定有效的方法来评估区域一级的经济安全,并制定在地方和国家一级管理经济安全的方向。本文旨在建立基于模糊建模方法的区域经济安全评估方法工具,探索公共部门和地方政府管理区域经济安全的方法。文章提出并分析了评价区域经济安全的指标。使用模糊逻辑工具在中观层面评估经济安全的便利性已经得到证实。以乌克兰第聂伯罗彼得罗夫斯克、敖德萨和切尔诺夫茨地区为例,检验了拟议办法的有效性。对经济安全的综合指数及其组成部分:投资、创新、金融、外国经济、人口、社会保障和经济活动的保障进行了建模。经验证明,地区的经济安全不仅取决于该地区的可用资源,还取决于国家和地方政府为经济和创新活动创造的条件,以及维持生活水平和质量的条件,以及制度条件。本文提出了乌克兰经济安全的经济和法律规制方向,旨在提高乌克兰经济萧条地区的经济安全水平。
