The results of this study indicated that there was a positive influence of ethical leadership, organizational support, and participative decision-making for the successful PMSL implementation. Moreover, participative decision-making also played a prominent role in making PMSL implementation a success, namely as an intervening variable. Abstract

The phenomenon of low performance of university lecturers in Indonesia has led to the emergence of an initiative by universities to develop a performance measurement system for lecturers (PMSL). Any factor that becomes the key success to the policy for implementing the PMSL is still an interesting research gap to be studied further.
