However, that understanding has to be widely accepted by the international community. Hence, China offered international partners peaceful development diplomatic discourse. The first part of the paper is theoretical framework. The definition of our research subject is grounded on relational theory, moral realism theory of international relations and political economic concept of structural power. The second part of the paper tackles the idea of Global Governance and how China perceives it in achieving foreign and domestic policy, security and economic goals. The third part analyses the discourse of peaceful development with focus on strategic reasons that pushed China to pursue it in its foreign policy.
