In this law, the aim of waste management is to turn waste into a resource, which until now has not been fully implemented properly. In terms of the intent of the legislators is to minimize the accumulation of waste that interferes with aesthetics and public health. This article is related to community service activities carried out at one of the waste banks in the city of Bekasi. The purpose of community service in the form of legal counseling to the Wijaya Mustika Garbage Bank, Mustikajaya Village, Bekasi City is to provide education about the aims and objectives of the Garbage Bank program. A waste bank is an effective form of community participation in managing waste as a 'resource'. The problem is educating the public about turning waste into a resource, not accompanied by an understanding that the true purpose of waste management is to improve and maintain the quality of the environment in order to achieve a better quality of human life. Using waste as a resource as a 'means' to increase public awareness is not the ultimate goal of environmental management.
