Abstract
The correct and complete recording of traffic counts constitutes an important basis for controlling and monitoring traffic flows. To avoid disruptions of dependent systems during malfunctions or failures of measuring equipment, replacement value procedures are applied. In this paper, a clusterbased approach for identifying adequate replacement values for traffic counts from stationary traffic detectors is introduced. Statistical and spatial aspects are considered in the approach. Both absolute values as well as temporal dynamics of traffic counts could be determined with high accuracy.
