The definition of the user satisfaction is firstly illustrated and the relationship and difference between gas supply reliability and user satisfaction are clarified from two aspects of definition and mathematical expression. The evaluation index system of the user satisfaction for the natural gas pipeline network is then constructed, which includes six indicators, namely user satisfaction for gas amount, user satisfaction for gas pressure, user satisfaction for gas quality, user satisfaction for gas supply strategy, user satisfaction for emergency, and user satisfaction for gas price. The process of determining the weight of each indicator based on the analytic hierarchy process method is proposed. Moreover, considering the user characteristics, natural gas users are classified into four types, namely the users whose demand need to be fully satisfied, the users whose demand can be shed by a small amount, the users whose demand can be shed, and the users whose demand can be interrupted. Abstract

天然气管网用户满意度评价指标体系
为了弥补在评价天然气管网向用户提供供气服务能力时供气可靠性的不足,本研究提出了天然气管网用户满意度的概念。首先阐述了用户满意度的定义,从定义和数学表达式两个方面阐明了供气可靠性与用户满意度的关系和区别。构建了天然气管网用户满意度评价指标体系,包括用户用气量满意度、用户用气压力满意度、用户用气质量满意度、用户供气策略满意度、用户应急满意度、用户用气价格满意度六个指标。提出了基于层次分析法确定各指标权重的方法。考虑到用户特点,将天然气用户分为需要完全满足需求的用户、可以少量削减需求的用户、可以削减需求的用户和可以中断需求的用户四种类型。计算了上述四类天然气用户各指标权重的结果。
