The article was written on the basis of a keynote presentation on ICEM 2018 Tallinn conference in Estonia under the name “Digital turn in Estonian Education Strategy.” This overview is a more comprehensive survey with references to sources. Abstract
ABSTRACT This article gives an overview of how Estonia has designed and implemented initiatives to equip its young people with digital skills starting from the 1990s when the Tiger Leap program was initiated.
