摘要

突发事件的发生往往造成巨大的损失。及时有效的应急决策将大大减少损失。全面和适当的数据集决定了应急决策的成功。然而,所需数据与特定应急决策目标之间的关系是非常复杂的。不同类型和阶段的突发事件需要不同类型的数据来辅助决策,而突发事件数据往往具有包括空间属性在内的多种属性。因此,很难判断哪些数据集对于特定的应急决策目标是真正必要的。本文首先提出建立应急决策目标模型,对不同阶段进行分类。在此基础上,提出了一个决策目标与多个基于空间的应急数据集之间的“一对多”依赖关系建模方法。给出了三级目标下的数据依赖模型示意图示例。
