RBF neural network is used to simulate human visual speciality to determine the watermark embedding intensity endured by DCT coefficients and the watermarking is a meaningful two value image. It is pre-treated by Arnold scrambling algorithm, and then is embedded into DCT coefficients. So this algorithm has good stability.
