This study improves the weaknesses of the previous method, namely (1) instrument items are carried out more simply focusing on perceived performance scores, (2) aspect weighting is carried out using the AHP (Analytical Hierarchical Process) method so that the index is able to accommodate the aspirations of the relevant stakeholders. , (3) the validity of the spatial distribution of respondents can be verified more accurately because the instrument also produces geotagged points for each respondent. This survey study was conducted to provide accurate information support for stakeholders within the Balikpapan city government in formulating strategies, policies, programs and implementation of targeted regional development. Some interesting findings are discussed in the discussion in this article.
