Therefore, the success rate of handoff depends on the suitability of the NCL's management, which directly affects network performance. Traditional NCL algorithm used the method of manual observation and was adjusted by the long-term performance data. This paper presents a new algorithm of optimizing NCL, which based on the pilot signal interference ratio (Ec / Io) from daily test data and realizes it in a real CDMA network.
