As an alternative to this approach, we propose estimating position of a spacecraft to half a fringe cycle accuracy using time variations between measured and calculated phases as the Earth rotates using DSN VLBI baseline(s). Combining fringe location of the target with the phase allows high accuracy for spacecraft angular position estimate.
