It is worth pointing out that external monitoring by international organizations can be an additional mechanism of institutional regulation but it is unable to become a substitute for opportunities provided by national governments. State institutions must establish systems prioritizing protection of public interests. Institutional development simplifies knowledge exchange within state-private partnership.
