The main theoretical bases used are derived from research in the third sector, specifically the theory of public goods and the theory of interdependence, as well as in public management, with respect to the New Public Governance - NPG. Under the lens of the functionalist paradigm, we seek to link the variables inherent in the two constructions to reach the desired result. This lies in the possibility of raising the levels of citizenship in Brazil, through participation and co-production of the public good.
