We consider the case of noncontrast piezoelectric inclusion, that is, mechanical parameters of the composite constituents are insignificantly different in comparison with the small relative thickness of inhomogeneities. Effective dynamic properties of the medium with randomly distributed piezoelectric inclusions are obtained using Foldy dispersion relationship with the involvement of solution for the single inclusion scattering problem.
