The study focused on (1) teachers’ understanding of thecontent of the ministerial decree, (2) the procedures of teacher promotion in accordance withthe ministerial decree, (3) the impacts of the implementation of the ministerial decree on theteacher promotion. The study employed the qualitative approach with descriptive method andthe data were collected using interview, observation and documentation. The interview dataindicated that more than fifty percent of the government employed teachers did not understoodthe contents of the ministerial decree because they were not much kept informed by thegovernment through the department concerned. Half of the remaining respondents did notbother about their promotion. The findings of the research also showed that a small number ofteachers understood the contents of the ministerial decree but they found it difficult to deal withthe promotion process. 摘要

本研究的目的是分析“Permenpanand Birokrasi”第16/2009号关于教师职能职位及其学分的实施情况及其对Siak区Kandis街道公立小学(sns)小学教师职业发展的影响。研究的重点是:(1)教师对部令内容的理解;(2)按照部令进行教师晋升的程序;(3)部令的实施对教师晋升的影响。本研究采用定性研究和描述性研究相结合的方法,采用访谈法、观察法和文献法收集资料。采访数据表明,超过50%的政府雇用教师不理解部长法令的内容,因为他们没有通过有关部门了解政府的信息。剩下的受访者中有一半没有为自己的晋升烦恼。研究结果还显示,少数教师理解部长法令的内容,但他们发现很难处理晋升过程。《第16/2009号赋予国家机构和官僚机构权力部级法令》对教师的晋升和职业发展产生了积极影响,但也对教师的职业发展产生了消极影响,其表现形式是不支付教师的专业津贴和在六年内推迟晋升。
