Accéder au numérique au Brésil

EnglishBased on an ethnography of the deployment of the GESAC (Electronic Government - Citizen Assistance Service), the largest public policy of digital inclusion in Brazil, and on the research pictures, this article proposes a reflection on breakdowns, considering them from a circumstantial point of view. The main purpose is to study how certain technical contingencies constitute a breakdown of the deployment of a political project. francaisS’appuyant sur une ethnographie du deploiement du GESAC (Gouvernement electronique – service d’assistance au citoyen), la plus grande politique publique d’inclusion numerique au Bresil, et sur les images issues de cette enquete, cet article propose une reflexion sur les pannes, en les considerant d’un point de vue circonstanciel. Il s’agit principalement d’etudier comment certains imprevus techniques constituent une panne de deploiement d’un projet politique.
