Intelligent technology is able to promote smart modern education. This research aims to present the results of synthetic and intelligent virtual universal learning platforms. It consists of a review of universal designs for learning, intelligent learning systems and the virtual learning environment. The results of the research are as follows. An intelligent virtual universal learning model has three core components: the first is a universal learning process, the second is an intelligent learning system and the third is a virtual learning environment. Each section contains details of the sub-elements as follows: the universal learning process has three components: 1) engagement of the learners (Engagement); 2) clarification or demonstration of knowledge (Representation); and 3) the actions and expressions of the learners (Action and Expression). Each of these components has three sequences: access, build and internalize. An intelligent learning system has four components: 1) an intelligent learning system, 2) an automatic learners analysis system, 3) an intelligent knowledge presentation system and 4) an intelligent suggestion system.
