摘要

:国内17.7万栋公共建筑中,超过15年的老化建筑约占74%。由于建筑老化,能量损失是一个严重的问题。为了通过提高现有建筑的能效来减少能源的使用,政府和地方自治主体通过对现有建筑的改造、维修和设备更换来进行节能项目。在最近修订的《绿色建筑创造及支援法》中,绿色改造适用于现有公共建筑。然而,该标准并未明确绿色改造的工作范围、融资方式和项目交付方式。本文提出的建议是为激活绿色改造提供项目交付体系。绿色改造是根据现有建筑过程在项目生命周期内发生的工作来定义的,并根据绿色改造的工作范围提出了业主和企业的融资方式和项目交付体系
