From the outcomes of a VAR model estimation, it was found that there is a great possibility that Mongolian economy has been suffering from the Dutch Disease through the resource movement effect and the spending effect such that the boom in the mining sector has crowded out manufacturing activities; and that the boom in the mining sector has not contributed to, or even deteriorated the capital accumulation effect that alleviates the Dutch Disease. The strategic policy implications for the current Mongolian public financial management are that the part of the existing resource fund should be used for public investment to facilitate capital accumulation, specifically, for the projects on education, health and economic infrastructure to promote industrial diversification. 摘要本文旨在对蒙古经济在当前市场体制下,包括资源繁荣时期在内的1993 - 2016年期间,运用向量自回归模型诊断蒙古经济是否患上了荷兰病。从VAR模型估计的结果来看,蒙古经济很有可能通过资源流动效应和支出效应患上荷兰病,即采矿业的繁荣挤占了制造业的活动;矿业部门的繁荣并没有促进、甚至没有恶化缓解荷兰病的资本积累效应。对目前蒙古公共财政管理的战略政策影响是,现有资源基金的一部分应用于公共投资,以促进资本积累,特别是用于教育、卫生和经济基础设施项目,以促进工业多样化。关键词。荷兰病;公共财政管理;蒙古经济;向量自回归,公共投资。冻胶。F43, l60, o53。
