Firstly, the OTN layer characteristics are described to specify the related background. Secondly, the proposed model is constructed for the optimization goal of the average usage ratios in both the wave-channel links and node access capacity, which considers the communication time-delay as a constraint. Finally, the simulation experiment is implemented to analyze the balancing performance of the proposed model by numerical examples.
