In the literature, more efforts have been spent on spatial visual quality measure. Although a large number of video quality metrics have been proposed, the methods to use temporal information for quality assessment are less diversified. In this paper, we propose a novel method to measure the temporal impairments. The proposed method can be incorporated into any image quality metric to extend it into a video quality metric.
