The article uses the design-based research method to summarize the elements of primary school students' scientific higher-order thinking. After preliminary design and action research iterative revisions, a STEAM learning activity framework for cultivating primary school students' scientific higher-order thinking is formed and improved. And use the analysis of quantitative data and process qualitative data through questionnaires to evaluate students' cognition and feeling of scientific higher-order thinking ability.
