Recientemente, la situacion de Mexico se ha agudizado debido a la existencia de medidas no arancelarias (MNAS), ya que son las causantes principales -o por lo menos de forma significativa- de distorsiones en el comercio. El objetivo de esta investigacion es analizar las MNAS vigentes para la economia mexicana en el contexto del TLCAN, con terceros (China) y con el resto del mundo. La metodologia que se emplea es una red de visualizacion basada en clusters. En las conclusiones se senala que, Mexico mantiene una carga totalmente desproporcionada respecto al resto de los firmantes en el Tratado, asi se pone en manifiesto que estas medidas al ostentarse como una extension de proyectos de nacion, madurez de las instituciones y, en especial, del grado de autonomia de un gobierno, entonces su imposicion obedece a estrategias que no se mantienen al margen de los acuerdos comerciales. Abstract Studies about the creation and deviation of tade in relation to Mexico as a member of nafta have not only shown unfavorable happenings in relation to Mexico´s internal market, but also certain signs of managed trade. In fact, Mexico´s situation has recently become worse due to the existence of non-tariff measures (NTMS), which are the principal reason for, or at least a significant way of trade distortions. Therefore, the aim of this investigation is to analyze those NTMS that apply to Mexico in the context of NAFTA relations with third country members (such as China), and the rest of the world. The analytical methodology used consists of a net visualized as clusters. The conclusions show that, Mexico endures a situation very disproportionate (out of scale) in relation to the rest of the Treaty´s members. In addition, it is, therefore shown that these measures -that presume to be an extension of national projects, institutional maturity, and above all governments´ autonomy, then their imposition due to strategies that do not remain outside of trade agreements.
