Digital video (DV) coding standard is mainly used in consiinwr videa camerris. It encodes 4 : l : l arid 4:?:0 picture ,formats. DV produces U constant hit rate (CBR) Of 25 Mbps arid pictiires are encoded in Intra inode to provide good .subjective quulify nnd fast rundonr access. Unlike other hybrid tran.fonned r i n d motion compensated video .strrndard.s. like H26.r rind MPEG-.r, DV does not define any Irypotheticrrl reference buffer. Insteoh saving ntemory, DV specifies the mo.yimuni miniher of' bits Senerirted by the encoder .for each set r j ' macrublocks (MBs). Therefore, any rate-distortion policy misf be confined and applied to each set of MBs composed uf f ive MBs. Fnrthernnlore, tlie spatial position choice of thoscfive MBs is defined by the standurd as well as a set of qnanticcrs. These features make DV rute control unique mid different thurr those used by motion compensated hybrid codecs r i n d therefore challenging. Besides, the lowest conrple.yin algorithmic soliitions are, the cheripest the DV devices are. In this paper, we propose a very fust delta rate control sulution for DV stundard'.
