This study used quantitative research and descriptive analysis. The study analyzed two categories of data: primary and secondary data. The data collection method used is a observation and unstructured interviews. In this study, the population taken were all civil servants of the Jakarta Department of Spatial Planning and Land Management, totalling 172 employees. In contrast, the sample taken by the researcher was the entire population in the study. The research data were analyzed using the Validity Test, Reliability Test, Path Analysis and Hypothesis Testing.
