Take Guangxi as the studied area, the management system is set up for managing Guangxi marine environment disasters. It may accomplish such functions as real-time dynamic monitoring of the information about disasters, accurate orientation and comprehensive analysis to the space-time distribution of the disaster happening area, administrative decision of disaster’s emergency and rescue. Furthermore, it is combined with other governmental departments for sharing the information resource, and forms reasonable decision preplan of disasters’ emergency and rescue. 摘要

针对我国海洋环境灾害风险管理现状,构建了基于3S (GIS、RS、GPS)集成的海洋环境灾害应急救援行政决策系统。以广西为研究区,建立了广西海洋环境灾害管理体系。可实现灾害信息的实时动态监测、对灾害发生区域时空分布的准确定位和综合分析、灾害应急救援的行政决策等功能。并与其他政府部门进行信息资源共享,形成合理的灾害应急救援决策预案。从而为政府有效地实施海洋环境灾害及事故救援提供科学依据。
