Supporting the growing demand for international broadband internet in the eastern part of Indonesia and creating a redundant network in eastern Indonesia is a priority to increase this number. This research proposes a submarine backbone optical network design for Manado - Hong Kong, including cable length and number of repeaters estimation to meet the power budget criteria. This paper also discusses a dispersion compensation module to meet the rise time budget criteria. The power budget and rise time results show that the proposed design offers values not exceeding the determined threshold.
