The content of the categories \"personnel\", \"staff\", \"human resources\", and \"potential\" is considered. It is proposed to interpret the human resources potential of the institution of higher education as a set of psychophysiological characteristics, personal qualities, and professional competencies of its employees, which determine their possible degree of participation in achieving strategic (educational, scientific, and social) goals of the organization. The essence of the key elements of the given definition (psychophysiological characteristics, personal qualities, and professional competencies) is detailed. The personal-psychological, professionalqualification, intellectual, and social-organizational components of the personnel potential of the higher education institution are distinguished. The changing nature of staff capacity is characterized. It is proved that rationally formed and implemented personnel policy will be the key to quality accumulation, efficient use, and stable development of staff capacity of higher education institutions.
