The application they need should be flexible to be accessed every time and everywhere. We accepted the challenge of developing a prototype application that provides PVs material. This paper describes the business process of creating the application that provides interactive learning. The methods used in this research are a survey to seek the respondents’ needs on the application in learning English PVs and a process model of prototyping implementation that accommodates English learners’ needs. The results are the PeVe application prototype which consists of three levels of learning PVs: beginner, intermediate, and advanced.
