Based on the survey conducted for 115 respondents, it can be gained that more than 90% need an interactive application that is not only easy to use but also provides exercises and grades of achievement. The application they need should be flexible to be accessed every time and everywhere. We accepted the challenge of developing a prototype application that provides PVs material. This paper describes the business process of creating the application that provides interactive learning. The methods used in this research are a survey to seek the respondents’ needs on the application in learning English PVs and a process model of prototyping implementation that accommodates English learners’ needs. The results are the PeVe application prototype which consists of three levels of learning PVs: beginner, intermediate, and advanced.
