ANALISIS PENERAPAN MARITIME LABOUR CONVENTION (MLC) 2006 JUDUL 3 TENTANG AKOMODASI, FASILITAS REKREASI, MAKANAN DAN KATERING DI KM. CAMARA NUSANTARA 3

Abstrak             Indonesia adalah Negara dengan wilayah perairan yang sangat luas, dimana dua per tiga wilayahnya lautan, dengan jumlah pelaut salah satu yang terbesar didunia.Pada tahun 2016, Pemerintah Indonesia mengundangkan Undang-Undang Nomor 15 Tahun 2006 tentang pengesahan Maritime Labour Convention, 2006. Konvensi ini menitikberatkan pada upaya Negara anggota ILO dalam memberikan perlindungan bagi pelaut serta industry pelayaran. Hal ini kemudian menarik penulis untuk melakukan penelitian terkait pengaturan mengenai pelaut yang terdapat didalam konvensi MLC Judul 3, serta bagaimana implementasinya di atas kapal. Penelitian ini dilaksanakan saat penulis melaksanakan praktek layar (PRALA) dikapal KM. CAMARA NUSANTARA 3. Penelitian ini menggunakan metode deskriptif kualitatif. Data diperoleh dengan observasi dan kuesioner yang deberikan kepada crew kapal.Berdasarkan hasil penelitian, penerapan Maritime Labour Convention judul 3 diatas kapal belum sepenuhnya dilaksanakan dengan baik. Hak-hak yang semestinya didapat awak kapal belum tersampaikan dengan semestinya. Kesejahteraan awak kapal seharusnya diperhatikan dengan baik, agar awak kapal lebih optimal ketika bekerja diatas kapal. Perusahaan pelayaran harus lebih memperhatikan kaidah dalam Maritime Labour Convention agar akomodasi, fasilitas rekreasi, makanan dan katering diatas kapal sesuai dengan standartnya. Serta pengetahuan awak kapal akan Maritime Labour Convention sangat diperlukan agar implementasinya dapat berjalan dengan baik. Abstrack             Indonesia is the country with a lot of extensive seas, which 2 for 3 the areas as the sea with the number seafarer is one of the bigaest in the worid.In 2006, Indonesian government rules in UU No.15 TH. 2006 about the ratification of Maritime Labour Convention 2006. This convention is focuses to the efforts ILO member to give the protection also the shipping industry. This thing then push the writer to do the research related to the setting of seafarer in Maritime Labour Convention 3rd title and also how to the implementation in the ship. This research was did when the writer did the sea practice in the KM. CAMARA NUSANTARA 3. This research use the descriptive qualitative method. The date is gain with observation and quisioner given with related crew in the ship. Based on the results of the research, the application of the Maritime Labor Convention title 3 on ships has not been fully implemented properly. The rights that should be obtained by the crew have not been properly conveyed. The welfare of the crew should be considered properly, so that the crew is more optimal when working on the ship. Shipping companies must pay more attention to the rules in the Maritime Labor Convention so that accommodation, recreational facilities, food and catering on board are in accordance with their standards.
