The processes of forming and implementing the competence of public authorities and its officials according to sociological and statistical indicators still remain topical problematics. The approach suggested in this article to the development of this problem can be described as the following algorithm: – to form a questionnaire and conduct a survey of experts on the activities of public authorities in Ukraine in certain areas of studying the processes of forming and implementing the competence of public authorities and the officials of these authorities; – on the basis of the analysis of experts’ evaluations of the processes of forming and implementing the competence of public authorities and its officials to make the main conclusions regarding the formation, development and implementation of the concept of competence in the field of public administration. Recent research and publications analysis. The main components of the competence of subjects of public administration were investigated in the works of a number of scholars, among them V. Averianov, S. Alekseyeva, I. Bachylo, I. Hrytsiak, V. Kuibida, V. Mamutov, O. Sushynskyi, Yu. Tikhomyrov, K. Sheremeta. The study of the concept of competence of subjects of public administration was carried out by representatives of various foreign scientific schools, namely G. Brйban, J. Wiedel, D. Garner, J. Grimo, C. Davis, J. Eberbach, K. Ekshtine, J. Elder, N. Owen, S. Solon, R. Schaffhauser, J. Chevalier and others. Highlighting previously unsettled parts of the general problem. The object of this study is the competence of public authorities and its officials. The subject of scientific research is the analysis of the formation and implementation of the competence of public authorities and its officials according to statistical and sociological indicators. Paper main body. In order to more comprehensively disclose the subject of the study, we have conducted an expert survey that allowed us to obtain the most competent assessments of the real state of affairs regarding the implementation of the competencies of public authorities and its officials, the activities of public servants and further prospects of developing a competency-based approach in public administration. The expert survey was conducted between October 1, 2018, and February 1, 2019, among the most authoritative, highly skilled scientists and educators of higher educational institutions of Ukraine. In total for this period, 100 experts were interviewed. Data generalization was carried out using one-dimensional and two-dimensional data analysis. By means of two-dimensional analysis, the nature of relationships between the following variables is determined: – professional activity and influential threats in processes; – professional activity and the level of correspondence in percentage terms of the existing powers of public servants of the non-managerial level to the declared goals and purpose of public authorities’ activity, in which professional activity is carried out. The basis for the disclosure of the essence of the concept of competence was the approach by which the competence is revealed through a number of components, among which the main, according to the essence and content, can be considered: authorities, subjects of authority, responsibility. The questions evaluated by the experts concerned the following aspects of the processes of forming and implementing the competence of public authorities and its officials as: – determination of factors influencing the processes of forming and implementing the competence of public authorities and its officials; – determination of factors of forming the essence of the competence of officials of the public authorities; – identification of causal links in the processes of establishing competencies of officials of public authorities; – assessment of topical circumstances, on which the realization of functions of public authorities depends; – identification of acute problem issues and influential threats in the processes of forming and implementing the competence of public authorities; – assessment of the level of compliance of the existing powers of non-managerial staff with the declared goals and objectives of public authorities, in which professional activity is carried out; – identifying the expectations of the expert environment regarding the possible outcome of the division of competences of public authorities. Conclusions of the research and prospects for further studies. The article covers certain aspects and evaluations of the processes of forming and implementing the competence of public authorities and its officials according to sociological and statistical indicators. The factors shaping the essence of the competence of public authorities and its officials are generalized. The rating of the most urgent circumstances, which depends on the implementation of functions of public authorities, is revealed. Generalizations of the expert survey, topical problem issues and influential threats in the processes of forming and implementing the competence of public authorities are outlined. The percentage figure shows the assessment of the level of compliance of existing powers of non-managerial officials with the declared goals and objectives of the activity of public authorities in which professional activity is carried out.
