This study aims to examine the effect of organizational politics on budgetary participation through procedural fairness. Organizational politics refers to three dimensions, namely general political behavior, politics of going along to get ahead, and politics of pay and promotion policies. Data were collected through a questionnaire survey to 128 managers in the retail sector of the modern supermarket in Bandung, West Java, Indonesia. The data was processed using the structural equation model and Sobel test. This study shows that, firstly, general political behavior, politics of going along to get ahead, pay and promotion policies have a negative effect on procedural fairness. Second, procedural fairness has a positive effect on budgetary participation. Third, procedural fairness mediates the relationship between each organizational political dimension and budgetary participation. 摘要

组织政治和预算是每个组织中都存在的现象。本研究旨在透过程序公平检视组织政治对预算参与的影响。组织政治是指三个维度,即一般政治行为、随波逐流的政治和薪酬与晋升政策的政治。数据是通过问卷调查收集到128名经理在现代超市零售部门在万隆,西爪哇,印度尼西亚。采用结构方程模型和Sobel检验对数据进行处理。本研究表明,首先,一般政治行为、随波逐流政治、薪酬和晋升政策对程序公平具有负向影响。第二,程序公平对预算参与有积极影响。第三,程序公平在各组织政治维度与预算参与之间起中介作用。本研究支持了组织政治和程序公平理论,并对预算实践具有启发意义,即考虑员工对组织政治的看法很重要,因为它会降低公平感并最终影响预算参与。
