Many papers focused on the expression and retrieval of function ontology, few related to the reasoning rules on the function expansion with attributes of function and flow. This paper proposed a rule-based ontology reasoning for scientific effects retrieval with expanding 5 groups reasoning rules based on Jena reasoning engine. A proto type software is developed.
