Policy-makers and practitioners will determine policy instrumentsinincreasingacceptanceanduseofOGDbymaintainingagoodunderstandingofthese factors.Inthisarticle,Rogers’DiffusionofInnovations(DOI)theoryhasbeenproposedandusedin ordertoempiricallyexaminethesefactorstakingperceivedcharacteristicsofinnovations.Relevant hypotheseshavebeendevelopedthroughtheliteraturereview,formingapreliminaryresearchmodel, whilerespectiveinfluencesofthefactorsonthebehavioralintentiontouseopengovernmentdata havebeenstatisticallytested.Resultshaveshownthatcompatibilityandvoluntarinesshavehada stronginfluenceonbehavioralintention,whereasa66.2%variancehasbeenfoundinacademicians’ behavioralintentionstouseopengovernmentdata.
