In ideal educational set-ups at either elementary or tertiary levels, the benefits that come with ICT integration are enormous. On the other hand, the traditional challenges to quality education have never been dealt with in many educational institutions all over the world. The persistent challenge of teacher shortages, capacity and infrastructural inadequacies have ensured some educational institutions the world over churn out students who are illiterate or unable to favorably compete in the global job markets with those whose institutions are better endowed.The argument is that the above challenges can easily be solved by respective countries through public-private-people partnerships so long as there is political good will for the concerned governments. The single most current shortfall to education and the innovation in education is the lack of information ethics. 摘要

信息通信技术(ICT)在教育部门的渗透不容低估。目前,信息通信技术在教育中的整合正在从传统的使用计算机进行行政工作和打字作业转向移动学习、协作学习、信息快速共享和游戏化。在理想的小学或高等教育机构中,信息通信技术整合带来的好处是巨大的。另一方面,素质教育面临的传统挑战在世界各地的许多教育机构中从未得到解决。教师短缺、能力不足和基础设施不足的持续挑战,使世界各地的一些教育机构产生了大量不识字或无法在全球就业市场上与那些拥有更好条件的机构竞争的学生。论点是,只要有关政府有良好的政治意愿,上述挑战可以很容易地由各自国家通过公私伙伴关系解决。当前教育和教育创新的最大不足是信息伦理的缺失。本文力求突出围绕这一挑战的问题,并就如何解决这一挑战提出一些建议。
