The notion of governance and control is considered as a targeted impact on the system Seven types of governance and control are present offered. The main attention is paid to the future development of the theory of sustainability. This is shown that when managing complex technical complexes and networks in the condition introducing emergent technologies, the system is constantly in a state of mobile equilibrium. Therefore, it is necessary to supplement the existing methods for ensuring stability developed in the automatic control theory. The article substantiates the usefulness of taking into account the laws of the theory of open systems proposed by L. von Bertalanffy, A. Hall, and others. Proposed quantitative estimates based on the information approach of A.A. Denisov, which help us to assess the degree of integrity, ensuring the sustainability of the system, and the freedom of its elements, ensuring the development of the system.
