The researcher used the quasi-experimental approach. In order to achieve the research objectives, the following tools were prepared: a questionnaire for listening comprehension skills, test of listening comprehension skills, and e-learning management system-based program (Blackboard) to develop listening comprehension skills. The research sample was (43) lingually low achieving Level 3 students of the Language Preparation Program at the Institute of Teaching Arabic Language at Islamic University of Madinah. The most prominent findings of the research are that there are statistically significant differences at (0.01) between the average performance grades of the research sample members in the pre and post measurement tests of the listening comprehension skills as a whole, and for each of the listening comprehension skills discretely in favor of the post application, which confirms the effectiveness of the e-learning management system-based program (Blackboard) in developing the listening comprehension skills of the research sample.
