摘要

本文重点总结了在欧洲一体化背景下实施高等教育质量内外战略的实践经验,开发筛选监测组件,以确保高等教育适应过程的战略规划有效管理。本文通过实施竞争性专业人才培养的欧洲标准,着重阐述了欧洲一体化进程在高等教育质量管理体系现代化中的重要性。此外,高等教育质量管理是将高等学校改造成人才潜力强大、物质技术基础现代化、科学研究水平高、与国际教育科学界接轨、具有竞争力的教育科学中心的基础。从本质上讲,它是科学家在确保高等教育质量管理模式方面的一致性——通过系统的监测筛选管理,关注教育服务的消费者而不是劳动力市场的需求,标准化的系统来评估高等教育机构的活动,明确的绩效分析标准,实现既定目标的系统方法。实践证明,在保证高等教育质量的内外部策略中应用筛选监测,能够发现教育机构发展的困难和前景,是提高教育服务质量的前提条件;将有助于教育机构转型过程的可预测性,重点是按照欧洲竞争性专业培训标准对教育计划进行定性实施。
