The encoder contains a set of quantizers and selects the best of them for each DCT block. The selection of the quantizer is, therefore, the most important part to increase the coding efficiency. The standard defines several parameters, QNO, CLASS, and AREA, to specify the quantization step size for a coefficient. In this paper, we propose a new method to select a quantizer and compare its performance with that of the conventional method.
