However, some government agencies in Indonesia do not yet have official guidelines and specific tools to manage this personal knowledge. The purpose of this study is to develop a bottom-up personal knowledge management system for the government institutions, namely BPS. The user-centered design (UCD) was used, along with the B-KIDE, to develop a knowledge management system model. The qualitative method was used through semi-structured interviews with 14 employees in the BPS regency/municipality.
