There are lots of methods about weight determination of factors in similar researches. Most of them are to be improved for the accuracy, and some evaluation models are restricted to a specific area for only considering natural attribute, ignoring the social and economic attribute. Three Scale AHP Method was used in this paper to determine the grades-the weight of factors. An Evaluation method was proposed based on fuzzy mathematics. Firstly, the evaluation matrix of the lowest layer factors by expert evaluation method is introduced, and the lowest layer factors by four fuzzy evaluation models are identified after normalized. Secondly, it combined with the weight to calculate the evaluation results of this layer and take the result as fuzzy relation matrix of previous layer. In turn until the top layer. Finally, we can obtain the final evaluation results.
