In this research, I will study this case and propose a suitable solution based on service-oriented architecture (SOA), which has proven highly efficiency within the integration of distributed systems. The research has developed e-services to extract data from the legacy systems as per each agency policy, designed and developed a framework, which will conduct data exchanging between e-services, monitor e-services consuming, notify providers by the recent activities and apply the security policy.
