The paper aims to summarize the development and characteristics of the artist-tailored public housing through a review of policy developments and cases from 2013 to 2023. The analysis reveals that the model is characterized by a uniform supply by the public sector, starting with the rights of minority groups rather than the needs of society as a whole. It helps improve the housing supply's effectiveness and moderate the vacancy rate in the city and regional economic stagnation. Finally, this paper summarizes the staged development experience of the artist's customized public rental housing system from four aspects: housing market, supply system, regional economy, and residents' spontaneous participation, and discusses the system's role in promoting the sustainable development of the public housing system. 摘要

首尔市从2014年开始,为了解决城市住宅供应效率下降的问题,提出了定制化公共住宅。政策的重点逐渐从总体住房保障转向福利支持,韩国政府宣布,到2023年将在全国推广这一模式。本文旨在通过回顾2013年至2023年的政策发展和案例,总结艺术家定制公共住房的发展和特点。分析表明,这种模式的特点是公共部门统一供应,从少数群体的权利开始,而不是从整个社会的需要开始。有利于提高住房供应的有效性,缓和城市空置率和区域经济停滞。最后,本文从住房市场、供给体系、区域经济、居民自发参与四个方面总结了艺术家定制公共租赁住房制度的阶段性发展经验,并探讨了该制度对公共住房制度可持续发展的推动作用。为当前模式的推广提供了建议,也为其他国家艺术的经济价值与城市高档化的二元对立关系提供了参考。
