The paper aims to analyse changes in big data regulation in Russia, and its possible effects on the competitive environment and economic performance of digital markets. New institutional economics theory, as well as some elements of law economics and industrial organization theory constitute the theoretical framework of the study. The research methods include comparison of structural alternatives and economic and statistical analysis. The empirical evidence covers 2021 data by Russia’s Federal State Statistics Service (Rosstat). The results of the study demonstrate that strengthening regulation of personal data (1) will widely affect all businesses involved in big data processing in all sectors of the economy, (2) will reduce innovation activity and investment attractiveness of digital markets in the short term, (3) will have a negative impact on small and medium-sized businesses. The statistical analysis indicates that there is room for applying an industry-wide approach, primarily ‘framework’ regulation, to big data markets.
