The results indicate that the action type weights change when the disaster type changes, whereas the capability weights within each action type remain constant. In this study, we developed a method to adjust the exercise structure based on response action weights and to optimize the number of injects that represent each action type. 摘要

东南亚的社会和经济变化使越南的国家应急管理结构发生了重大变化,包括将消防员的职责从灭火扩大到各种情况下的救援活动。有必要开发设计演习的方法,以确定并解决与越南消防员被赋予的新角色相关的能力差距。本研究旨在开发一种定量方法,以有效安排演习注入。它应用层次分析法确定功能演习中响应行动的权重,并使用比较法建立行动类型权重、参与者能力目标和灾害类型之间的关系。结果表明,当灾难类型发生变化时,行动类型的权重也会发生变化,而每种行动类型中的能力权重则保持不变。在这项研究中,我们开发了一种基于响应行动权重调整演习结构的方法,并优化了代表每种行动类型的注入数量。这种创新方法在演习设计中具有重要意义,不仅在越南,而且在其他国家都能提高实现演习能力目标的可能性。
