In her analysis, Mills highlights that women in Timor still face many challenges in achieving gender equality. Mills also highlights that women in Timor often face discrimination and violence, especially in domestic situations. This suggests that while there are laws that support gender equality, implementation is far from perfect. However, Mills also points out that there are some efforts that have been made to improve gender equality in Timor. This research is descriptive qualitative in nature using the critical discourse analysis approach of the Sara Mills model. The data in this study are Supreme Court decision documents. The subject of the research is the Supreme Court decision document, Kefamenanu district court. The object of research is decisions related to sexual violence against women in 2022 and 2023.
