摘要

城市化的发展过程改变了地形、地貌、位差等自然因素,增加了极端天气下城市暴雨洪涝的风险。城市抗灾能力的概念可以指导城市规划建设抵御雨洪灾害,提高城市雨洪安全抵御能力。为有效评估城市雨洪抵御能力水平,有效挖掘抵御能力的关键影响因素,本项目以蚌埠市为例,分析了蚌埠市近年来的城市基础设施建设、经济社会发展、城市生态环境和水文状况、构建城市雨洪抵御能力综合评估模型,获取蚌埠市雨洪安全抵御能力水平和关键制约因素,寻找优化城市内涝治理的有效实施路径。
