Even though the government has improved public transportation modes, it seems that people still feel comfortable and safe using their private vehicles. There are many factors that cause congestion, for example incorrect procedures and time limits contained in traffic lights. Therefore, the purpose of this research is to determine the best way to reduce congestion that can affect the economy due to the increase in transportation costs. This problem can be overcome by installing traffic lights which are input using the FTC (Fixed-time Traffic Control) method with a consistent timing pattern or the ATC (Actuated Traffic Control) method which has the correct procedure pattern and time limits. By comparing the effectiveness and efficiency values of the two methods of implementing traffic models, namely the FTC (Fixed-time Traffic Control) or ATC (Actuated Traffic Control) models, the results of testing the effectiveness of the FTC were 39% and ATC were 61%, as well as from the survey results using a questionnaire using the FMCDM (Fuzzy Multi Criteria Decision Making) method which was distributed to 54 samples, ATC has a value of 43.4% higher than FTC.
